   AUTHORIZING THE LIMITED USE OF THE UNITED STATES ARMED FORCES IN 
        SUPPORT OF THE NATO MISSION IN LIBYA--MOTION TO PROCEED

  Mr. REID. Mr. President, I move to proceed to Calendar No. 88, S.J. 
Res. 20.
  The PRESIDING OFFICER. The clerk will report the resolution by title.
  The legislative clerk read as follows:

       A joint resolution (S.J. Res. 20) authorizing the limited 
     use of the United States Armed Forces in support of the NATO 
     mission in Libya.

  Mr. REID. I have a cloture motion at the desk.
  The PRESIDING OFFICER. The cloture motion having been presented under 
rule XXII, the Chair directs the clerk to read the motion.
  The legislative clerk read as follows:

                             Cloture Motion

       We, the undersigned Senators, in accordance with the 
     provisions of rule XXII of the Standing Rules of the Senate, 
     hereby move to bring to a close debate on the motion to 
     proceed to Calendar No. 88, S.J. Res. 20, a joint resolution 
     authorizing the limited use of the United States Armed Forces 
     in support of the NATO mission in Libya.
         Harry Reid, John F. Kerry, Daniel K. Inouye, Jeff 
           Bingaman, Joseph I. Lieberman, Benjamin L. Cardin, Al 
           Franken, Jack Reed, Richard J. Durbin, Richard

  Mr. REID. Mr. President, I ask unanimous consent that the vote on the 
motion to invoke cloture occur at 5 p.m. on Tuesday, July 5, and the 
mandatory quorum under rule XXII be waived.
