         MEASURES PLACED ON THE CALENDAR--H.R. 2021 AND S. 1276

  Mr. REID. Mr. President, I call two bills to the desk due for a 
second reading.
  The PRESIDING OFFICER. The clerk will read the bills by title for a 
second time.
  The assistant bill clerk read as follows:

       A bill (S. 1276) to repeal the authority to provide certain 
     loans to the International Monetary Fund, the increase in the 
     United States quota to the Fund, and certain other related 
     authorities, to rescind related appropriated amounts, and for 
     other purposes.
       A bill (H.R. 2021) to amend the Clean Air Act regarding air 
     pollution from Outer Continental Shelf activities.

  Mr. REID. I would object to any further proceedings with respect to 
these two bills.
  The PRESIDING OFFICER. The objection is heard. The bills will be 
placed on the calendar under the provisions of rule XIV.
