            MEASURES READ THE FIRST TIME--S. 1276, H.R. 2021

  Mr. REID. Mr. President, I am told there are two bills at the desk. I 
ask for their first reading en bloc.
  The clerk will read the titles of the bills for the first time.
  The assistant legislative clerk read as follows:

       A bill (S. 1276) to repeal the authority to provide certain 
     loans to the International Monetary Fund, the increase in the 
     United States quota to the Fund, and certain other related 
     authorities, to rescind related appropriated amounts, and for 
     other purposes.
       A bill (H.R. 2021) to amend the Clear Air Act regarding air 
     pollution from Outer Continental Shelf activities.

  Mr. REID. Mr. President, I now ask for a second reading but object to 
my own request to both of those bills.
  The PRESIDING OFFICER. Objection is heard. The bills will be read for 
the second time on the next legislative day.
