Mr. CARDIN. Mr. President, I ask unanimous consent that Shane
Knisley, a Department of Defense detailee, have the privilege of the
floor throughout this discussion.
I think all of us understand how valuable our detailees from the
Department of Defense are in the work we do. Particularly in this
matter, it has been helpful to me to have his sage advice. I appreciate
that he is in our office and has been a valuable member of our team on
this issue.
