EXTENSION OF MORNING BUSINESS
Mr. CONRAD. Madam President, I ask unanimous consent that morning
business be extended until 12:30 p.m., with Senators permitted to speak
therein for up to 10 minutes each.

Mr. CONRAD. Madam President, I am going to put in a quorum call at
this moment, but then I am going to ask to be given time to speak on a
dire emergency facing my State.
