                           ORDER OF PROCEDURE

  Mr. REID. Madam President, we have 10 minutes. Senators should listen 
to the debate. It is very important. We have an important vote in just 
10 minutes, and it is my understanding that the arrangements have been 
made that Senator Boxer would close. She would have the final 5 
minutes. Does anybody have any problem with that?
  I ask unanimous consent that be the case.
