  Mr. REID. Mr. President, notwithstanding the previous order, I ask 
unanimous consent that there be 5 minutes of debate equally divided and 
controlled between the proponents and opponents of the Coburn amendment 
No. 436, as modified, prior to a cloture vote on the Coburn amendment. 
That would be for debate only.
  The PRESIDING OFFICER. Is there objection?
