                           ORDER OF PROCEDURE

  Mr. REID. I ask unanimous consent that notwithstanding rule XXII, on 
Tuesday, June 14, 2011, at 11 a.m., the Senate proceed to executive 
session to consider the following nominations: Calendar Nos. 73 and 81; 
that there be 1 hour for debate equally divided between the two leaders 
or their designees; that upon the use or yielding back of time, the 
Senate proceed to vote without intervening action or debate on Calendar 
Nos. 73 and 81; that the motions to reconsider be made and laid upon 
the table with no intervening action or debate; that no further motions 
be in order to any of the nominations; that any statements related to 
the nominations be printed in the Record; that the President be 
immediately notified of the Senate's action and the Senate then resume 
legislative session; further, that following disposition of the 
nominations, the Senate recess until 2:15 p.m. for the weekly party 
conferences; further, that at 2:15 p.m., the Senate resume 
consideration of S. 782, the Economic Development Revitalization Act, 
and the Senate proceed to vote on the motion to invoke cloture on the 
Coburn amendment No. 436, as modified, and the mandatory quorum under 
rule XXII be waived.
