  Mr. REID. Mr. President, I understand that S. 1125 is at the desk and 
is due for a second reading.
  The ACTING PRESIDENT pro tempore. The clerk will read the bill by 
title for the second time.
  The legislative clerk read as follows:

       A bill (S. 1125) to improve national security letters, the 
     authorities under the Foreign Intelligence Surveillance Act 
     of 1978, and for other purposes.

  Mr. REID. Mr. President, I object to any further proceedings with 
respect to this bill.
  The ACTING PRESIDENT pro tempore. Objection is heard.
  The bill will be placed on the calendar subject to the provisions of 
rule XIV.
