                          PERSONAL EXPLANATION

  Mr. CONYERS. Madam Speaker, on May 25, 2011, I was not present to 
vote on H.R. 1216. Had I been present, I would have voted, ``no.''
  Additionally, I inadvertently cast a ``nay'' vote on the Motion to 
Recommit H.R. 1216. I intended to vote, ``yea.''
