                 MEASURE READ THE FIRST TIME--H.R. 1231

  Mr. REID. Mr. President, I am told there is a bill at the desk due 
for its first reading.
  The ACTING PRESIDENT pro tempore. The clerk will report the bill by 
title.
  The legislative clerk read as follows:

       A bill (H.R. 1231) to amend the Outer Continental Shelf 
     Lands Act to require that each 5-year offshore oil and gas 
     leasing program offer leasing in the areas with the most 
     prospective oil and gas resources, to establish a domestic 
     oil and natural gas production goal, and for other purposes.

  Mr. REID. I ask for the second reading of this piece of legislation 
in order to place the bill on the calendar under the provisions of rule 
XIV, but I object to my own request.
