                          PERSONAL EXPLANATION

  Mr. KING of New York. Mr. Speaker, today I was at Ground Zero in New 
York with the President and 9/11 families and therefore was unavailable 
for votes in Washington.
  However, if I had been here this is how I would have voted: rollcall 
No. 293: ``yea''; rollcall No. 294: ``yea''; rollcall No. 295: ``no''; 
rollcall No. 296: ``no''; rollcall No. 297: ``no''; and rollcall No. 
298: ``yes.''
