                            MORNING BUSINESS

  The PRESIDING OFFICER. Under the previous order, the Senate is now in 
a period for the transaction of morning business for debate only until 
7:30 p.m., with Senators permitted to speak for up to 10 minutes each.

  Mr. GRASSLEY. Mr. President, I ask unanimous consent to speak for a 
much longer period of time, for 45 minutes. I may not use all that 
time, but I would like to have permission to speak for that time.
