                     EXTENSION OF MORNING BUSINESS

  Mr. REID. Mr. President, I ask unanimous consent that the period of 
morning business for debate only be extended until 7 p.m. tonight, with 
Senators permitted to speak for up to 10 minutes each, and that at 7 
p.m. I be recognized.
