                   ``ROAD TO RUIN'' REPUBLICAN BUDGET

  (Mr. TONKO asked and was given permission to address the House for 1 
minute and to revise and extend his remarks.)
  Mr. TONKO. Madam Speaker, tomorrow marks the 100-day celebration for 
congressional Republicans taking control of the House. How will we 
celebrate? Well, not by focusing on jobs or the economy or growing the 
middle class, but, rather, with the road to ruin budget that will end 
Medicare while extending tax breaks for Big Oil.
  The road to ruin Republican budget proposal will end Medicare. It 
will end a program that 46 million seniors and disabled individuals 
depend on for their health care. Rather than the Path to Prosperity, as 
its been designated, this budget is more like the road to riches, a 
road paved in gold with lavish handouts for special interests paid for 
and built with dollars from senior citizens who will see their hard-
earned benefits rationed.
  We must stop this road to ruin budget lest it lead to a cliff of 
catastrophe for our Nation's seniors.
