  Mr. REID. Madam President, it is my understanding S. 783 is at the 
desk and due for its second reading.
  The ACTING PRESIDENT pro tempore. The clerk will report.
  The legislative clerk read as follows:

       A bill (S. 783) to provide an extension of time for filing 
     individual tax returns in the case of a Federal Government 
     shutdown.

  Mr. REID. I object to any further proceedings with respect to this 
bill.
  The ACTING PRESIDENT pro tempore. Objection is heard. The bill will 
be placed on the calendar.
  Mr. REID. Madam President, it is my understanding that in this time 
for morning business, Senators are permitted to speak for up to 10 
minutes each; is that right?
