                           VOTE EXPLANATIONS

  Mr. REED. Mr. President, due to my flight from Rhode Island being 
delayed, I was unavoidably absent for vote No. 47, the confirmation of 
Jimmie V. Reyna, of Maryland, to be United States Circuit Judge for the 
Federal Circuit. Had I been present, I would have voted to confirm this 
nomination.
  Ms. STABENOW. Mr. President, yesterday, because I had the flu, I was 
not able to attend rollcall vote No. 47, to confirm Jimmie V. Reyna, of 
Maryland, to be United States Circuit Judge for the Federal Circuit.
  Mr. Reyna's nomination was given the highest possible rating by the 
American Bar Association, and his

nomination was reported out of the Judiciary Committee unanimously. 
With over 30 years of private practice experience, I believe he will be 
an excellent addition to the Federal circuit. If I had been present, I 
would have voted aye on this nomination.
