                           ORDER OF PROCEDURE

  Mr. UDALL of Colorado. Mr. President, I ask unanimous consent that at 
2:15 p.m. the Senate proceed to a period of morning business with 
Senator Coburn being recognized for up to 20 minutes; that following 
Senator Coburn, Senator Mikulski be recognized for up to 15 minutes; 
and that following Senator Mikulski's remarks, the majority leader be 
recognized.
