   MAKING IN ORDER CONSIDERATION OF H. CON. RES. 28, AFGHANISTAN WAR 
                           POWERS RESOLUTION

  Mr. SESSIONS. Mr. Speaker, I ask unanimous consent that it be in 
order at any time to consider House Concurrent Resolution 28 in the 
House, if called up by the chair of the Committee on Foreign Affairs or 
her designee; that the concurrent resolution be considered as read; 
that the previous question be considered as ordered on the concurrent 
resolution to final adoption without intervening motion except: number 
one, 1 hour of debate controlled by Representative Kucinich of Ohio or 
his designee; and, number two, 1 hour of debate equally divided and 
controlled by the chair and ranking minority member of the Committee on 
Foreign Affairs; and that section 7 of the War Powers Resolution not 
apply to the concurrent resolution.
  The SPEAKER pro tempore (Mr. Yoder). Is there objection to the 
request of the gentleman from Texas?
  There was no objection.
