                           ORDER OF PROCEDURE

  Mr. BROWN of Ohio. Mr. President, I ask unanimous consent that the 
following Senators be recognized at the times listed below, as in 
morning business, for the purpose of giving their maiden speech to the 
Senate: Senator Portman from my State, following the maiden speech of 
Senator Coats on Tuesday, March 15, for up to 15 minutes, and Senator 
Blumenthal of Connecticut at 12 noon, Wednesday, March 16, for up to 20 
minutes.
