   W. CRAIG BROADWATER FEDERAL BUILDING AND UNITED STATES COURTHOUSE

  Mr. ROCKEFELLER. Mr. President, I ask unanimous consent that the 
Environment and Public Works Committee be discharged from further 
consideration of S. 307 and the Senate proceed to its immediate 
consideration.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The clerk will report the bill by title.
  The legislative clerk read as follows:

       A bill (S. 307) to designate the Federal building and 
     United States courthouse located at 217 West King Street, 
     Martinsburg, West Virginia, as the ``W. Craig Broadwater 
     Federal Building and United States Courthouse.''

  There being no objection, the Senate proceeded to consider the bill.
  Mr. ROCKEFELLER. Mr. President, I ask unanimous consent that the bill 
be read three times and passed, the motion to reconsider be laid upon 
the table, with no interviewing action or debate, and any statements be 
printed in the Record.

  The bill (S. 307) was ordered to a third reading, was read the third 
time, and passed, as follows:

       Be it enacted by the Senate and House of Representatives of 
     the United States of America in Congress assembled,

     SECTION 1. DESIGNATION.

       The Federal building and United States courthouse located 
     at 217 West King Street, Martinsburg, West Virginia, shall be 
     known and designated as the ``W. Craig Broadwater Federal 
     Building and United States Courthouse''.

     SEC. 2. REFERENCES.

       Any reference in a law, map, regulation, document, paper, 
     or other record of the United States to the Federal building 
     and United States courthouse referred to in section 1 shall 
     be deemed to be a reference to the ``W. Craig Broadwater 
     Federal Building and United States Courthouse''.
