                            MORNING BUSINESS

  The PRESIDING OFFICER. Under the previous order, there will now be a 
period of morning business with Senators permitted to speak therein for 
up to 10 minutes each.
  Mr. KYL. Mr. President, subject to the unanimous-consent request, I 
asked a moment ago to exceed the 10-minute limit.
