                      REPEAL AND REPLACE OBAMACARE

  (Mr. BROUN of Georgia asked and was given permission to address the 
House for 1 minute and to revise and extend his remarks.)
  Mr. BROUN of Georgia. Like the house built upon the rock, America was 
created upon the solid foundation of the Constitution. With the passage 
of ObamaCare, liberals have drilled holes in the rock and foundation of 
our Nation.
  Madam Speaker, I rise today to introduce a bill, H.R. 299, that 
restores our economic freedom. It repeals the bureaucratic boondoggle 
of ObamaCare and replaces it with commonsense solutions. By allowing 
individuals to shop for health care across State lines, the cost of 
health care is reduced through basic, free market solutions. Instead of 
adding massive new debts to fund an equally massive bureaucracy, my 
plan allows people to deduct 100 percent of their health care expenses.
  My bill also creates high-risk pools and allows health care 
associations to form, empowering Americans to get the coverage that 
they need at a much lower cost.
  Madam Speaker, residents of the 10th District of Georgia 
overwhelmingly oppose ObamaCare. I'm proud to fulfill my commitment to 
repeal it and replace it with some commonsense solutions.
