                          PERSONAL EXPLANATION

  Mr. GRAYSON. Mr. Speaker, on rollcall Nos. 657 and 658, I was absent 
because my flight from Orlando had an equipment failure in mid-flight 
and had to return to Orlando, resulting in a lengthy delay. Had I been 
present, I would have voted ``aye.''
