AIDING THOSE FACING FORECLOSURE ACT OF 2010
The SPEAKER pro tempore. The unfinished business is the vote on the
motion to suspend the rules and pass the bill (H.R. 5510) to amend the
Emergency Economic Stabilization Act of 2008 to allow amounts under the
Troubled Assets Relief Program to be used to provide legal assistance
to homeowners to avoid foreclosure, as amended, on which the yeas and
nays were ordered.
The Clerk read the title of the bill.
The SPEAKER pro tempore. The question is on the motion offered by the
gentleman from Massachusetts (Mr. Capuano) that the House suspend the
rules and pass the bill, as amended.

Messrs. PUTNAM, BLUNT, Mrs. MILLER of Michigan, Mr. LANCE, and Mrs.
MYRICK changed their vote from ``yea'' to ``nay.''
Mr. TIBERI changed his vote from ``nay'' to ``yea.''
So (two-thirds not being in the affirmative) the motion was rejected.
The result of the vote was announced as above recorded.

Mr. MARKEY of Massachusetts. Mr. Speaker, on rollcall No. 655, I was
unavoidably detained, but had I voted I would have voted ``yes''.
Ms. HERSETH SANDLIN. Mr. Speaker, I regret that I was unable to
participate in one vote on the floor of the House of Representatives
today.
