                            MORNING BUSINESS

  The ACTING PRESIDENT pro tempore. Under the previous order, there 
will now be a period of morning business, with Senators permitted to 
speak therein for up to 10 minutes each, with Republicans controlling 
the first 30 minutes and Democrats controlling the next 30 minutes.
  Mr. REID. I suggest the absence of quorum and ask unanimous consent 
that the time be charged equally.
