                                PROGRAM

  Mr. REID. Mr. President, the next vote will occur at 6:30 p.m. on 
Monday, November 29. Under the agreement we reached last night, at 6:30 
p.m. on Monday the Senate will vote on the motion to invoke cloture on 
the substitute amendment. Senators should expect additional votes on 
the four motions to suspend the rules and on passage of the bill on 
Monday night. Therefore, Senators should expect up to six rollcall 
votes Monday evening.
