                  UNANIMOUS CONSENT AGREEMENT--S. 3628

  Mr. REID. Mr. President, I ask unanimous consent that on Thursday, 
September 23, upon the disposition of S.J. Res. 30, the Senate then 
proceed to consideration of the motion to reconsider the vote by which 
cloture was not invoked on the motion to proceed to S. 3628, the 
DISCLOSE Act; that the motion to reconsider be agreed to and that at 
2:15 p.m. the Senate proceed to vote on the motion to invoke cloture on 
the motion to proceed to S. 3628, with the time until then equally 
divided and controlled between the two leaders, or their designees.
