  Mr. FRANKEN. Mr. President, I understand that S. 3816, introduced 
earlier today by Senator Durbin, is at the desk and I ask for its first 
reading.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The assistant legislative clerk read as follows:

       A bill (S. 3816) to amend the Internal Revenue Code of 1986 
     to create American jobs and to prevent the offshoring of such 
     jobs overseas.

  Mr. FRANKEN. I now ask for its second reading and object to my own 
request.
  The PRESIDING OFFICER. Objection is heard.
  The bill will be read the second time on the next legislative day.
