                            MORNING BUSINESS

  The ACTING PRESIDENT pro tempore. Under the previous order, there 
will now be a period for the transaction of morning business for 1 
hour, with Senators permitted to speak therein for up to 10 minutes 
each, with the time divided and controlled between the two leaders or 
their designees, with the Republicans controlling the first half and 
the majority controlling the final half.
  Mr. REID. Mr. President, I suggest the absence of a quorum and ask 
that the time be charged equally against both sides.
  The ACTING PRESIDENT pro tempore. Without objection, it is so 
ordered.
  The clerk will call the roll.
  The assistant legislative clerk proceeded to call the roll.
  Mr. REID. Mr. President, I ask unanimous consent that the order for 
the quorum call be rescinded.

  Mr. REID. Mr. President, staff has informed me that our block of time 
is fully called for, the full 30 minutes. I again call for the calling 
of the roll for a quorum, and that time will come off the first 30 
minutes of the Republicans' time as the first 30 minutes is theirs.
