           CONGRESSIONAL MADE IN AMERICA PROMISE ACT OF 2010

  The SPEAKER pro tempore. The unfinished business is the vote on the 
motion to suspend the rules and pass the bill (H.R. 2039) to clarify 
the applicability of the Buy American Act to products purchased for the 
use of the legislative branch, to prohibit the application of any of 
the exceptions to the requirements of such Act to products bearing a 
Congressional seal, and for other purposes, as amended, on which the 
yeas and nays were ordered.
  The Clerk read the title of the bill.
  The SPEAKER pro tempore. The question is on the motion offered by the 
gentleman from Pennsylvania (Mr. Brady) that the House suspend the 
rules and pass the bill, as amended.

CARTER, BRADY of Texas, BARTLETT, LINDER, DREIER and HOEKSTRA changed 
their vote from ``yea'' to ``nay.''
  Mr. POE of Texas changed his vote from ``nay'' to ``yea.''
  So (two-thirds being in the affirmative) the rules were suspended and 
the bill, as amended, was passed.
  The result of the vote was announced as above recorded.
  A motion to reconsider was laid on the table.
  Stated against:
  Mr. CUELLAR. Madam Speaker, during rollcall vote No. 521 on H.R. 
2039, I mistakenly recorded my vote as ``yes'' when I should have voted 
``no.''
