  Mr. REID. Mr. President, I ask unanimous consent to proceed to 
Calendar No. 429.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The assistant legislative clerk read as follows:

       A bill (H.R. 4275) to designate the annex building under 
     construction for the Elbert P. Tuttle United States Court of 
     Appeals Building in Atlanta, Georgia, as the ``John C. 
     Godbold Federal Building.''

  There being no objection, the Senate proceeded to consider the bill.
  Mr. REID. Mr. President, I ask unanimous consent that the bill be 
read the third time and passed; a motion to reconsider be laid upon the 
table; there be no intervening action or debate; and any statements be 
printed in the Record.
