Mr. REID. Mr. President, I ask unanimous consent to proceed to
Calendar No. 485.
The PRESIDING OFFICER. The clerk will report the bill by title.
The assistant legislative clerk read as follows:
A bill (H.R. 3562) to designate the federally occupied
building located at 1220 Echelon Parkway in Jackson,
Mississippi, as the ``James Cheney, Andrew Goodman, and
Michael Schwerner Federal Building''.
There being no objection, the Senate proceeded to consider the bill,
which had been reported from the Committee on Environment and Public
Works, with an amendment to strike all after the enacting clause and
insert the part printed in italic.

Be it enacted by the Senate and House of Representatives of
the United States of America in Congress assembled,
SECTION 1. BUILDING DESIGNATION.
The Administrator of General Services shall ensure that the
federally occupied building located at 1220 Echelon Parkway
in Jackson, Mississippi, is known and designated as the
``James Chaney, Andrew Goodman, Michael Schwerner, and Roy K.
Moore Federal Building''.
SEC. 2. REFERENCES.
With respect to the period in which the building referred
to in section 1 is federally occupied, any reference in a
law, map, regulation, document, paper, or other record of the
United States to that building shall be deemed to be a
reference to the ``James Chaney, Andrew Goodman, Michael
Schwerner, and Roy K. Moore Federal Building''.
Amend the title so as to read: ``An Act to designate the
federally occupied building located at 1220 Echelon Parkway
in Jackson, Mississippi, as the `James Chaney, Andrew
Goodman, Michael Schwerner, and Roy K. Moore Federal
Building'.''.
Mr. REID. Mr. President, before we move forward with this matter,
there is a stunningly powerful new book out, the name of which is
``Freedom Summer.'' This book is so very vivid in talking about the
summer that the young men and women from around the United States went
to Mississippi to get the African Americans to be able to vote. These
three young men were killed--two Caucasians and one African American--
for the work they were doing to try to bring the ability of African
Americans to vote in Mississippi. It is a wonderful book. I recommend
it to everyone, a brandnew book that is out.
Mr. President, I ask unanimous consent that the committee-reported
substitute amendment be agreed to; the bill, as amended, be read the
third time and passed; the committee-reported title amendment be agreed
to; the motions to reconsider be laid upon the table, with no
intervening action or debate, and any statements be printed in the
Record.

The amendment was ordered to be engrossed and the bill to be read a
third time.
