                 MEASURE READ THE FIRST TIME--H.R. 3534

  Mr. WHITEHOUSE. I understand that H.R. 3534 has been received from 
the House and is at the desk.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The assistant legislative clerk read as follows:

       A bill (H.R. 3534) to provide greater efficiencies, 
     transparency, returns, and accountability in the 
     administration of Federal mineral and energy resources by 
     consolidating administration of various Federal energy 
     minerals management and leasing programs into one entity to 
     be known as the Office of Federal Energy and Minerals Leasing 
     of the Department of the Interior, and for other purposes.

  Mr. WHITEHOUSE. I ask now for its second reading, and I object to my 
own request.
  The PRESIDING OFFICER. Objection is heard. The bill will be read for 
the second time on the next legislative day.
