                 Unanimous-consent Agreement--H.R. 1586

  Mr. WHITEHOUSE. I ask unanimous consent that on Wednesday, August 4, 
after any remarks of the leaders, the Senate resume consideration of 
the House message to accompany H.R. 1586, with an hour of debate prior 
to a vote on the motion to invoke cloture on the motion to concur in 
the House amendment to the Senate amendment to H.R. 1586, with 
amendment No. 4575, with the time equally divided and controlled 
between the leaders or their designees, with Senator Murray designated 
to control the time of the majority leader; that upon the use or 
yielding back of the time, the Senate proceed to vote on the motion to 
invoke cloture on the motion to concur.
