Mr. REID. Madam President, I am told that S. 3643 is at the desk and
is due for a second reading.
The ACTING PRESIDENT pro tempore. The clerk will read the title of
the bill for the second time.
The assistant legislative clerk read as follows:
A bill (S. 3643) to amend the Outer Continental Shelf Lands
Act to reform the management of energy and mineral resources
on the Outer Continental Shelf, to improve oil spill
compensation, to terminate the moratorium on deepwater
drilling, and for other purposes.
Mr. REID. Madam President, I object to any further proceedings with
respect to this bill.
