                 UNANIMOUS-CONSENT AGREEMENT--H.R. 4213

  Mr. DORGAN. Mr. President, I ask unanimous consent that at 2:30 p.m. 
on Tuesday, July 20, the Senate resume consideration of the House 
message to company H.R. 4213; that the motion to reconsider be agreed 
to and the Senate then proceed to vote on the motion to invoke cloture 
on the motion to concur in the House amendment to the Senate amendment 
to H.R. 4213, with amendment No. 4425.
