                   MEASURE READ FIRST TIME--H.R. 5712

  Mr. DORGAN. Mr. President, I understand that H.R. 5712 has been 
received from the House and is at the desk.
  The PRESIDING OFFICER. The Senator is correct.
  The clerk will read the title of the bill for the first time.
  The assistant legislative clerk read as follows:

       A bill (H.R. 5712) to provide for certain clarifications 
     and extensions under Medicare, Medicaid, and the Children's 
     Health Insurance Program.

  Mr. DORGAN. Mr. President, I ask for its second reading and object to 
my own request.
  The PRESIDING OFFICER. Objection is heard.
  The bill will be read for the second time on the next legislative 
day.
  Mr. DORGAN. Mr. President, I suggest the absence of a quorum.
  The PRESIDING OFFICER. The clerk will call the roll.
