second reading.
  The ACTING PRESIDENT pro tempore. The clerk will read the bill for 
the second time.
  The assistant legislative clerk read as follows:

       A bill (S. 3588) to limit the moratorium on certain 
     permitting and drilling activities issued by the Secretary of 
     the Interior, and for other purposes.

  Mr. REID. I object to any further proceedings with respect to this 
bill.
