                   MEASURE READ FIRST TIME--H.R. 5618

  Mr. WHITEHOUSE. Mr. President, I understand that H.R. 5618 has been 
received from the House and is at the desk.
  The PRESIDING OFFICER. The Senator is correct. The clerk will read 
the title of the bill for the first time.
  The legislative clerk read as follows:

       A bill (H.R. 5618) to continue Federal unemployment 
     programs.

  Mr. WHITEHOUSE. Mr. President, I ask for its second reading and 
object to my own request.
