The SPEAKER pro tempore (during the vote). There are 2 minutes
remaining in this vote.

                              {time} 1838

Mr. HARPER changed his vote from ``yea'' to ``nay.''
So (two-thirds being in the affirmative) the rules were suspended and
the bill, as amended, was passed.
The result of the vote was announced as above recorded.
The title of the bill was amended so as to read: ``A bill to
authorize the Secretary of the Interior to expand the boundary of the
Park, to conduct a study of potential land acquisitions, and for other
purposes.''.
A motion to reconsider was laid on the table.
  Stated for:
Mr. FILNER. Mr. Speaker, on rollcall 435, I was away from the Capitol
in my capacity as Chairman of the House Veterans' Affairs Committee.
Had I been present, I would have voted ``yes.''
  Stated against:
Mr. COFFMAN of Colorado. Mr. Speaker, on rollcall No. 435, I was
unavoidably detained. Had I been present, I would have voted ``no.''
