                 MEASURE READ THE FIRST TIME--H.R. 5552

  Mr. CARPER. Mr. President, I understand that H.R. 5552 has been 
received from the House and is at the desk, is that correct?
  The PRESIDING OFFICER. The Senator is correct.
  Mr. CARPER. I ask for its first reading.
  The PRESIDING OFFICER. The clerk will read the title of the bill for 
the first time.
  The assistant legislative clerk read as follows:

       A bill (H.R. 5552) to amend the Internal Revenue Code of 
     1986 to require that the payment of the manufacturers' excise 
     tax on recreational equipment be paid quarterly and to 
     provide for the assessment by the Secretary of the Treasury 
     of certain criminal restitution.

  Mr. CARPER. I ask for its second reading and object to my own 
request.
  The PRESIDING OFFICER. Objection is heard.
  The bill will receive its second reading on the next legislative day.
