  Mr. REID. Madam President, H.R. 5175 is at the desk and due for a 
second reading.
  The ACTING PRESIDENT pro tempore. The clerk will read the title of 
the bill for the second time.
  The legislative clerk read as follows:

       A bill (H.R. 5175) to amend the Federal Election Campaign 
     Act of 1971 to prohibit foreign influence in Federal 
     elections, to prohibit government contractors from making 
     expenditures with respect to such elections, and to establish 
     additional disclosure requirements with respect to spending 
     in such elections, and for other purposes.

  Mr. REID. Madam President, I would object to any further proceedings 
at this time.
  The ACTING PRESIDENT pro tempore. Objection is heard. The bill will 
be placed on the calendar.
  Mr. REID. I suggest the absence of a quorum.
