 MOMENT OF SILENCE IN REMEMBRANCE OF THE LATE HONORABLE ROBERT C. BYRD

  (Mr. RAHALL asked and was given permission to address the House for 1 
minute.)
  Mr. RAHALL. Madam Speaker, as we all know, the country and our State 
of West Virginia has lost a true public servant. He was a dear friend 
to many of us. He was an individual who defended our Constitution and 
an individual who truly had the best interests of the American people 
in mind every day.
  I would ask that the House take a moment of silent prayer on behalf 
of the late Honorable senior Senator from West Virginia, Robert C. 
Byrd.
  The SPEAKER pro tempore. Members will rise and observe a moment of 
silence.
