The PRESIDING OFFICER. Under the previous order, there will now be a
period of morning business until 3 p.m., with Senators permitted to
speak therein for up to 10 minutes each.

Mr. DODD. Mr. President, I see my friend from Tennessee. I presume we
are kind of going back and forth. The Senator is in leadership. I do
not want----
Mr. ALEXANDER. Mr. President, I would like to leave by 3, but I will
be glad to defer to the Senator from Connecticut if he would like to go
ahead.
Mr. DODD. I thank my colleague. I will not be long.
