                     CONCLUSION OF MORNING BUSINESS

  Mr. REID. Madam President, the time for morning business has expired; 
is that right?
  The PRESIDING OFFICER. The majority leader is correct.
  Mr. REID. I suggest the absence of a quorum.
  The PRESIDING OFFICER. The clerk will call the roll.
