                            MORNING BUSINESS

  The ACTING PRESIDENT pro tempore. Under the previous order, there 
will be a period of morning business until 10 a.m., with Senators 
permitted to speak for up to 10 minutes each, with the majority 
controlling the first half and the Republicans controlling the final 
half.

  Mr. MENENDEZ. Madam President, I ask unanimous consent that the time
