MEASURES READ THE FIRST TIME--S. 3410 AND S. 3421
Mr. CASEY. Mr. President, I understand there are two bills at the
desk. I ask for their first reading en bloc.
The PRESIDING OFFICER. Without objection, the clerk will report the
bills for the first time.
The assistant legislative clerk read as follows:
A bill (S. 3410) to create a fair and efficient system to
resolve claims of victims for economic injury caused by the
Deepwater Horizon incident, and to direct the Secretary of
the Interior to renegotiate the terms of the lease known as
``Mississippi Canyon 252'' with respect to claims relating to
the Deepwater Horizon explosion and oil spill that exceed
existing applicable economic liability limitations.
A bill (S. 3421) to provide a temporary extension of
certain programs, and for other purposes.
Mr. CASEY. I now ask for a second reading, and I object to my own
request, all en bloc.

Mr. CASEY. Mr. President, I suggest the absence of a quorum.
