Mr. WYDEN. Mr. President, I ask unanimous consent that the Senate
proceed to the immediate consideration of Calendar No. 398, H.R. 4840.

The bill clerk read as follows:
A bill (H.R. 4840) to designate the facility of the United
States Postal Service located at 1979 Cleveland Avenue in
Columbus, Ohio, as the ``Clarence D. Lumpkin'' Post Office.
There being no objection, the Senate proceeded to consider the bill,
which had been reported from the Committee on Homeland Security and
Governmental Affairs, with an amendment and an amendment to the title.

Be it enacted by the Senate and House of Representatives of
the United States of America in Congress assembled,
SECTION 1. CLARENCE D. LUMPKIN POST OFFICE.
(a) Designation.--The facility of the United States Postal
Service located at [1979]1981 Cleveland Avenue in Columbus,
Ohio, shall be known and designated as the ``Clarence D.
Lumpkin Post Office''.
(b) References.--Any reference in a law, map, regulation,
document, paper, or other record of the United States to the
facility referred to in subsection (a) shall be deemed to be
a reference to the ``Clarence D. Lumpkin Post Office''.
Amend the title so as to read: ``An Act to designate the
facility of the United States Postal Service located at 1981
Cleveland Avenue in Columbus, Ohio, as the `Clarence D.
Lumpkin Post Office'.''.
Mr. WYDEN. Mr. President, I ask unanimous consent that the committee-
reported amendment be agreed to; the bill, as amended, be read the
third time and passed; the title amendment be agreed to; the motions to
reconsider be laid upon the table with no intervening action or debate;
and any statements relating to the bill be printed in the Record.
