Mr. DORGAN. I ask unanimous consent that the Senate proceed to a
period of morning business, with Senators permitted to speak therein
for up to 10 minutes each.

Mr. DORGAN. Let me ask, if I might, I know Senator Murray and Senator
Sessions are here. I do not know in what order they would want to go,
and I believe about 10 minutes each or so.
